New Kent County Release Custody

New Kent County has no county-operated jail. The Sheriff’s Office components page identifies Pamunkey Regional Jail Authority as the jail used for local detainees. The Sheriff arrests, transports, provides court security, tracks warrants, and keeps law-enforcement records. Pamunkey Regional Jail, often called PRJ, accepts the person into jail custody and creates the booking and later release record. That split is the first fact to check when a name vanishes from a list.

A person can leave PRJ on bond, by court order, after time served, or at sentence expiration. Those events may return the person to the community if no other hold exists. A PRJ exit can also be a transfer to VADOC, another locality, a Deputy U.S. Marshal, or immigration authorities. “Released from PRJ” therefore describes the end of one custodian’s control. It does not always mean the person is free from all custody.

Read the exact event label from the record. A broad claim such as “released” can hide the difference between a community exit and a handoff. PRJ Records checks court dispositions, charge and bond data, time credit, transport orders, and required paperwork before staff process a release or turnover. A court order supplies legal authority, while the jail’s custody record establishes when PRJ actually ended control.

Death, escape, or temporary movement must not be recoded as release. Even dismissal of one charge may leave an unrelated warrant or commitment in force. The safest statement is narrow: name the custodian that ended control, quote the release type, and identify any receiving agency.

A name missing from “Who’s In Jail” is only a lead. Obtain the custody-end event and receiving-agency field before calling it community release.


Regional Release Totals Explained

The PRJ 2025 Annual Report gives useful scale without creating a New Kent-only count. It reports 4,089 bookings and 4,020 processed releases for fiscal year 2024–25 across the whole regional facility. It also lists 4,092 people processed but not classified because they left on bond, by court order, or through transfer to another jurisdiction. These figures show frequent movement, but they cannot identify who left or where anyone went.

All three figures are facility-wide. None should be quoted as a New Kent County annual release total. Person-level confirmation still comes from the record for that booking.


New Kent Bond Release Checks

A judge decides bond eligibility at arraignment, and PRJ Records verifies the charge, bond information, and required papers before discharge. Colonial Community Corrections becomes part of the path only if a court orders pretrial supervision. No fixed New Kent bond schedule was found. A displayed sum or proof of payment does not guarantee immediate release when another charge, warrant, or detainer remains.

Ask the court for the entered bond order, then ask PRJ for the actual custody-end time and status. That pairing resolves a common timing gap: an order may be entered before the jail receives it, confirms all conditions, and completes processing. The Colonial Community Corrections program should not be treated as the release authority unless the order names it.

Note: Bond eligibility and physical release are separate events, and another valid hold can prevent a community exit.


Request New Kent Release Records

PRJ is the custodian for the jail booking and release event. The New Kent Sheriff owns the arrest, warrant, or transport record it created. Virginia FOIA allows a request for existing records without special wording, but a precise written request reduces delay and cost. PRJ publishes no fixed release-record price or retention promise, so request electronic copies and an advance estimate instead of assuming the search is free.

  1. Identify the person with full name, date of birth, approximate booking date, PRJ inmate ID or case number, and New Kent as the arresting locality.
  2. Ask PRJ for the booking or intake sheet, custody-status history, actual date and time custody ended, release or transfer type, receiving agency if releasable, and the maintained release form or order.
  3. Send the request to the PRJ FOIA administrator, or begin a same-person check with Booking/Release at 804-365-6400 extension 3043 or Records at extension 3033.
  4. Ask for electronic records, redaction of exempt fields instead of total withholding, and an itemized estimate before work passes a stated cap.
  5. Request the entered disposition, sentence, or bond order from the correct New Kent court when legal authority must also be shown.

The usual Virginia FOIA response period is five working days, with allowed responses that include production, partial production, withholding with a statutory basis, no responsive records, or a lawful extension. The standard written extension is generally seven working days. A “no records” answer may point to a wrong custodian, spelling, date, or retention window rather than proving no custody occurred.


Virginia Release Record Limits

Virginia FOIA, Code § 2.2-3700 and following, governs access to public records. Section 2.2-3704 sets request and response rules. Section 2.2-3706 addresses law-enforcement records and adult booking photographs, while juvenile, victim, witness, sealed, expunged, privacy, and active-investigation material may be withheld or redacted. Ask for reasonably segregable nonexempt parts when part of a record is protected.

New Kent General District Court handles misdemeanor trials and felony preliminary matters. Circuit Court handles felony trials. A felony episode may therefore require both portals and separate case numbers. At the research date, expungement and the Chapter 23.2 sealing framework can remove public electronic access in qualifying cases. Portal absence is not proof that no event occurred.

Start with the last known custodian and use stable identifiers. PRJ’s current list shows who is displayed in that regional jail now. Court portals show legal action. VINE can record a near-time custody event. VADOC, BOP, and ICE cover different systems. Each has a limited scope, so one empty result should not be stretched into a broad conclusion.

  1. Search the PRJ “Who’s In Jail” roster by exact and alternate name. Presence supports current PRJ custody at that feed time.
  2. If absent, call PRJ Booking/Release or Records and ask when custody ended, under which code, and whether another agency received the person.
  3. Search both New Kent criminal-court levels for the order or disposition that could authorize release.
  4. Check VADOC for state custody or supervision, VINELink for a matching custody event, and the right federal system if a federal handoff is possible.
  5. Request the maintained release paperwork when public interfaces no longer carry the person.

New Kent Release Court Chain

The Sheriff, PRJ, and courts each preserve a different part of the event. The Sheriff can document arrest and transport. PRJ maintains admission, custody processing, and the end of its control. General District and Circuit Court records may reveal bond, dismissal, sentencing, or another order. This distributed chain explains why no single New Kent County page proves both legal authority and physical release.

Only the jail can confirm its actual processing time and whether another hold changed the outcome.

The locator is strongest for present VADOC status. Signed release documents are stronger proof of a completed discharge.


New Kent Detainer Release Proof

VADOC procedure separates discharge or parole from release to a criminal detainer. Before a facility acts, staff check VACORIS and hard-copy information, the calculated date, outstanding warrants and detainers, uncalculated sentences, court orders, and discipline that may affect timing. A detainer release moves the person into another authority’s custody. It is not a community exit.

When supervision continues after the transfer or physical release, VACORIS may route the case to probation and parole. Signed release documents remain the best proof because the person, staff witness, date, and applicable conditions are preserved together. Daily-locator disappearance cannot show those distinctions by itself.

The document type also matters. VADOC may use an Order of Release, Conditions of Probation, or Conditions of Parole according to the event. Staff read the applicable terms, the person signs and dates the form, and a witness signs it. Originals go to the person, while signed copies are uploaded to the corrections record. Asking for the named form, rather than a broad explanation of whether someone is “free,” gives the records office a defined item to locate and keeps transfer, discharge, and supervision from being merged.


New Kent Release Supervision

Williamsburg District 34 is the VADOC office serving New Kent when prison release continues into state probation or parole. Colonial Community Corrections is a separate local-court route for pretrial supervision, local probation, and transition services. A court-referred person is instructed to contact CCC within three working days of court action or release and bring the listed intake information. Do not substitute one program for the other.

A person can be out of jail yet remain under supervision. The New Kent County probation and parole page explains how to distinguish the state and local tracks. No county-published absconder list was found, so a claimed violation or warrant should be checked with the supervising office, issuing court, and proper law-enforcement custodian.


New Kent Federal Release Transfers

The published PRJ agreement with the U.S. Marshals Service permits federal detainees in contract beds and requires release to the committing federal agent or a Deputy U.S. Marshal. A federal detainee disappearing from PRJ can therefore be on the way to court, BOP designation, transport, or another placement. It is not sound proof of a community release.

Use the BOP locator for sentenced federal custody, the federal docket for detention and release orders, and USMS records for the pretrial transport chain. BOP’s “Released” label means no longer in BOP custody, not free of all jurisdictional control. ICE ODLS is a separate current or recent immigration locator. No current official source confirmed an active ICE detention center in New Kent or routine current ICE use of PRJ.


New Kent Jail Transition Records

New Kent Board material says all county inmates were to move from Henrico County Jail East to PRJ beginning July 1, 2024. That date changes where a record request belongs. Current New Kent local custody should be checked at PRJ first. A pre-transition episode may still require Henrico’s records process.

Later minutes described the longer trip to PRJ, after-hours transports, and a weekday court-transport arrangement. Those were secure movements, not rides home after release. Old directories that still point every New Kent inquiry to Henrico can be stale, so always match the booking date to the custodian in use at that time.
