VADOC Release Scope in New Kent

VADOC is the statewide prison and state supervision system. It is not the New Kent County jail. No VADOC prison was identified inside New Kent. A person convicted in New Kent who becomes state responsible can be placed at an institution elsewhere, housed for a time in a local or regional jail under VADOC authority, or later supervised in the community. Williamsburg District 34 serves New Kent when that district is assigned to the case.

The VADOC Inmate & Supervisee Locator covers people currently in VADOC custody or supervision. That includes state prisoners, current probationers and parolees, institutional-hospital placements, some jail prisoners under VADOC authority, and CCAP participants. It updates daily and warns that information can be inaccurate or outdated. A location at Pamunkey Regional Jail can coexist with state legal authority.

Search VADOC Release Status

Use the first three letters of the first name and the full last name, or use the seven-digit DOC ID. Optional filters include location, race, gender, and age range. Accept the official disclaimer, then compare the result with known identifiers. A prison location indicates current confinement. A district-office location can indicate that prison custody ended while probation or parole supervision continues.

1. Open the official locator and search by DOC ID when available. It is the strongest way to avoid a same-name match.
2. If using a name, enter the required name parts and narrow the result only with facts already known.
3. Read the location and status in the tool's own terms. Do not label a supervisee as still incarcerated.
4. If the person is absent after an expected discharge, request the signed release documents or a correctional-status record.

The current locator does not promise a permanent archive of fully discharged people. It also does not promise that every result displays a field formally called a projected release date. When a date appears, preserve its exact label. A future date is an estimate subject to time computation and final checks.

Its title, Inmate & Supervisee Locator, is a useful limit: it supports present custody or supervision research, not a guaranteed historic discharge search.

Where VADOC Releases Go

A state-facility departure can be parole, discharge, probation-related release, or transfer to a criminal detainer. Parole means conditional community custody after a lawful Board grant and completed release plan. Discharge generally means the custody term has been satisfied, though a separate probation term may remain. A detainer is a request by another authority to take custody. Release to that detainer is not release to the community.

VADOC Operating Procedure 050.3 requires staff to check VACORIS and paper records, the release date, warrants and detainers, uncalculated sentences, court orders, and discipline that might affect timing. On the release date, applicable orders or conditions are read and signed by the person and witnessed by staff. Signed copies are stored in VACORIS, while originals go to the person.

District 34 Release Supervision

Williamsburg District 34 is the direct local office when a prison release continues into state probation or parole for a New Kent supervisee. It serves New Kent along with Williamsburg, Poquoson, James City, York, Charles City, and Lanexa. An approved home plan may place a person elsewhere, so District 34 should not be assumed solely from the court county. The current VADOC office directory is the source to confirm the assigned office.

Ask the office whether it supervises the named person and how an authorized status question should be routed. Do not confuse District 34 with Colonial Community Corrections. CCC handles court-ordered local probation, pretrial supervision, and transitional services. VADOC District 34 handles the state track. Note: A district-office locator result means community supervision may be active; it does not mean the person remains inside a state prison.

Request VADOC Release Records

When the public locator no longer returns a fully discharged person, request the records that document the end of VADOC custody. A focused request can seek the correctional-status record, actual release or discharge date, notification-of-release letter, signed Order of Release, or signed Conditions of Parole or Probation. If a detainer controlled the event, ask for the receiving authority when that field is publicly releasable.

VADOC FOIA requests may go to the relevant unit manager, warden, superintendent, or probation and parole district chief. General legal requests can be sent to FOIA@vadoc.virginia.gov or the VADOC FOIA office at PO Box 26963, Richmond, VA 23261. The public phone is 804-674-3000. Ask for electronic copies, redaction of exempt fields, and the statutory basis for any withheld part. VADOC may rely on inmate or supervisee exemptions, so a request for narrow, segregable facts is more useful than a demand for the entire file.

Describe the custody episode with full name, DOC ID, approximate institution dates, New Kent court case if relevant, and the release event being checked. A “no responsive records” answer can point to the wrong unit, date, or identifier rather than prove the event never occurred. If the question is current supervision, send it to the assigned district chief. If it concerns prison discharge paperwork, route it to the institution or central legal record custodian. Each request should seek the record already kept, not a new calculation or legal opinion.

VADOC Release Dates Can Change

The official Time Computation page separates Good Conduct Allowance and Earned Sentence Credit cases. The correct rules depend on offense date, sentence type, active term, credit class, conduct, and statutory exclusions. Presentence credit, concurrent or consecutive sentences, discipline, amended court orders, detainers, and uncalculated cases can change an earlier estimate.

A parole eligibility date is not a physical release date. A Parole Board grant starts planning and required notices; it does not prove that the person left prison. VADOC says facility release is completed by 11:59 p.m. on the assigned day, weather permitting, but does not promise a morning exit. The verified actual date comes from the finalized release documents after the last custodian checks.

VADOC also describes practical release processing that differs from a county jail discharge. State staff return available property and documents, process account funds, and make applicable medication or clothing arrangements. Those steps belong to a VADOC facility release. They are not evidence that PRJ follows the same schedule or provides the same items. If the person was held at PRJ under VADOC authority, first determine which agency computed the sentence and which office executed the final paperwork. The legal custodian and the physical building can differ.

Strong VADOC Release Proof

The signed release papers are stronger proof than disappearance from a daily locator. The Order of Release or conditions identify the legal event and bear signatures and dates. A district-office result can corroborate continued supervision. A court sentence supplies key authority, but the sentence alone cannot account for every credit, hold, or final processing step.

Match the person with the DOC ID and at least one other reliable identifier. Keep booking, sentence, projected release, parole grant, actual release, and supervision dates separate. If sources conflict, compare their timestamps and scopes, then ask VADOC to address its own record. That process belongs to state-facility release. It must not be copied onto PRJ, which has not published the same person-release procedures.
